Registration of the declarations of residence of a person under his or her auspices or under his or her auspices in the Register of Natural Persons.

Process description

  1. Service requests
    When presenting a personal identification document (passport or ID card), the person shall complete the declaration in person.
    The receipt of the service may require copies of the following documents, presenting the original:
    1) a birth certificate, if the place of residence of a minor child is declared, and other documents, which certify the right of the legal representative of the declarant of the place of residence to act on behalf of the relevant person (court decision, etc.);
    2) a document certifying the guardianship or custody of an authorised person - a notarially certified mandate for a legal representative - if such information has not been included in the Register of Natural Persons;
    3) other documents (decision of the Housing Commission, rental contract, marriage certificate, decision of the Orphan's Court, etc.);
    4) in order to receive relief from the payment of the State fee, the relevant status or evidence-of-fact document must be produced (if such document is not at the disposal of the institution).

    or the relevant administration of the parish.
    The declaration of residence may also be completed electronically by means of the “Declaration or designation of residence” e-service of the Office of Citizenship and Migration Affairs available in the Latvija.lv State Administration Services portal.
    If the person's place of residence is abroad, the declaration of the place of residence shall be carried out by the Dobelle Division of the Office of Citizenship and Migration Affairs on Uzvar Street 4, Dobel.

  2. Service Refund
    The receipt of the service shall be subject to payment of the State fee. According to regulation No 720 of the Cabinet of Ministers, Regulation No 720 on the amount of the State fee, the procedures for payment and the facilitation of the information regarding the registration of the declared place of residence (see section “Other information” - “Legislative acts”), the amount of the State fee shall be EUR 4.27.
    The State fee shall not be paid:
    - politically repressed persons;
    - registering the first declared place of residence of the child;
    - disabled people;
    - members of the disaster of the Chernobyl nuclear power plant;
    - pensioners whose pension does not exceed the national minimum wage;
    - persons who have been recognised as poor in accordance with the procedures specified by the Cabinet;
    - persons declaring their place of residence electronically using the e-service “declaration of residence or designation” available on the portal of public administration services;
    - registering the place of residence of children who have been placed in a long-term social care and social rehabilitation institution, a foster family or placed in custody;
    - persons declaring their place of residence in a long-term social care and social rehabilitation institution;
    - persons declaring their place of residence in the shelter;
    - persons for whom the administration determines the legal status in Latvia.

  3. Receipt of services
    Upon receipt of the declaration, the institution shall check whether the information regarding the person to be declared has been entered in the Register of Natural Persons and the address of the place of residence to be declared has been entered in the State Address Register.
    The representative of the institution shall update the information in the Register of Natural Persons regarding the declared place of residence of the person.
