The Orphan's Court, which has taken a decision regarding the out-of-family care of a child aged seven years, as well as the child who has reached legal age, shall issue a uniform model certificate for the provision of social guarantees. A certificate shall be issued to a child who has reached legal age if he or she learns in one of the education levels specified in the Education Law (basic education, secondary education, higher education) and, in accordance with the procedures specified in the regulatory enactments regulating the field of education, successfully undertakes the educational programme.

Process description

  1. Service requests
    In order to receive certificates for the provision of social guarantees, a submission addressed to the Orphan's Court of Dobelle county and a photograph of the child (3 x 4 cm) must be submitted.
    Documents may be submitted by:
    * in presence (presenting a personal identification document) in the Orphan's Court of Dobeles county or in parish courts at the time of the acceptance of the members of the Orphan's Court,
    * electronically to the official electronic address (e-address) of the municipality of barintiesa@dobele.lv or Dobeles,
    * by post.
    Documents sent electronically must be signed with a secure electronic signature in conformity with the regulatory enactments regarding the drawing up of electronic documents.

  2. Receipt of services
    The identity card shall be received in person in the Orphan's Court of Dobeles county.
