Process description

  1. Service requests
    The organiser shall submit a meeting, passing, picket application to which the following shall be added:
    1. A co-ordination for ensuring the meeting, passing, picket (prior to the commencement of the event);
    2. The travel route (if applicable);
    3. The traffic organisation scheme (if applicable).
    The application shall be submitted not earlier than four months and not later than 10 (ten) working days prior to the development of the relevant planned measure. If the event in respect of which the event is being organised was objectively impossible to know earlier than 10 (ten) working days before it, an application for the holding of a meeting, procession or picket shall be submitted as early as possible, but not later than 24 hours before the scheduled event has taken place.
    The organiser shall submit an application for the holding of a picket if the picket is publicly announced.
    Documents may be submitted in person, by post or by electronic means. An electronic document shall be prepared in accordance with the regulatory enactments regarding the drawing up of electronic documents with an electronic signature.

  2. Receipt of services
    After examining the received documents, the local government shall take a decision to issue a permit for the holding of a meeting, procession or picket or regarding the refusal to issue a permit. Employees of the local government shall make a note on the copy of the application, which shall remain with the applicant, regarding the time of submission of the application.
    The local government is entitled to take a decision to ban the conduct of a measure not later than five working days before the notified measure. If a measure has been applied for not later than 24 hours prior to the development of the planned measure, the local government has the right to take a decision to ban it not later than six hours before the commencement of the notified measure.
    The permit shall be issued in person at the Visitor Acceptance and Information Centre of the municipality of Dobeles or sent by post to the address indicated by the applicant.
