Street trade is selling goods in local government or with the council agreed in public places, including trade from a mobile retail point of view. A public place is any place outside the building and the permanent location of sale, which, irrespective of its form of ownership is available to consumers.

Process description

  1. Service requests
    A trade participant (legal or natural person) and a trade organizer (legal or natural person who has registered economic activity), or a public person, shall submit a submission to the local government for the receipt of a permit for street trade or for the organisation of street trade at least 5 (five) working days prior to the relevant measure. The following forms shall be used for the submission (Application for a marketing authorisation for natural/legal persons, submission of the organizer of street trade).
    The following documents (as necessary) shall be attached to the submission for the organisation of street trade:
    1) a list of trading participants (specifying - the given name, surname and personal identity number of a natural person (if a natural person has not registered economic activity) or the registration code of the taxpayer (if a natural person has registered economic activity), or the name (firm) of the legal person and the registration code of the taxpayer)
    2) a visual layout and an aesthetic design of the place of sale or the place of the organisation of trade co-ordinated with the Municipal Construction Board;
    3) a co-ordination with the owner or legal possessor of real estate - a private person - or the possessor of real estate owned by the State (except in cases where trade is planned on the seaside or in public waters) regarding the intended trade, if the trade is carried out in the said real estate;
    4) a co-ordination with the organizer of the measure regarding the performance or organisation of trade during the course of the event and in place if the trade is intended within the framework of another person's measure, except if the organizer of the measure is a local government or an institution established by it;
    5) a statement of all the indicated trading participants regarding the existence of an electronic document or technical passport for the registration of taxes and other payments registered in the State Revenue Service or receipts registered with the State Revenue Service.
    The following documents (as necessary) shall be attached to the submission for the performance of street trade:
    1) a copy of the licence (special permit), if a licence is required for the performance of the type of business in accordance with the regulatory enactments;
    2) a copy of the document attesting the right to engage in the food chain;
    3) a co-ordination with the organizer of the measure regarding the performance or organisation of trade during the course of the event and in place if the trade is intended within the framework of another person's measure, except if the organizer of the measure is a local government or an institution established by it;
    4) a co-ordination with the owner or legal possessor of real estate - a private individual or the possessor of real estate owned by the State (except in cases where trade is planned on the seaside or in public waters) regarding the intended trade, if the trade is carried out in the said real estate;
    5) a statement of the trade participant regarding the registration of an electronic device or technical passport of registration of taxes and other payments to the State Revenue Service;
    6) a statement of the trading participant regarding the registration of vouchers certifying transactions in the State Revenue Service;
    7) a visual layout and an aesthetic design of the place of sale or the place of organisation of trade co-ordinated with the local government building board;
    8) the movement route and time of the mobile retail selling point, if the trade is intended in several public places.
    The application and the documents attached thereto may be submitted in person, by post or by electronic means. An electronic document shall be prepared in accordance with the regulatory enactments regarding the drawing up of electronic documents with an electronic signature.

  2. A service charge
    The local government fee shall be payable for the receipt of the service (prior to the receipt of the permit).
    The amount of the fee is determined by binding regulation No 10 on the fees of the municipality of Dobeles municipality (see section “Other information” - “Legislative acts”) of the municipality of Dobeles municipality.
    The local government fee for trade in public places shall be paid to the general budget of the municipality of Dobeles, registration No 90009115092, accounts:

  3. Receipt of services
    After examining the documents, the municipality of Dobeles shall prepare a street marketing permit or take a decision regarding the refusal to issue a permit and inform the submitter of the application thereof in writing.
    A permit can be obtained at the Unified Customer Service Centre (VPVKAC) of the State and local government of Dobelle City, VPVKAC OF Auces City, VPVKAC of Turvete civil parish, or by post.
    A permit for street trade shall be issued for the period specified in the application, but for a period not exceeding one year.
